A) Trump remains in office and these are business as usual.

OR

B) Biden becomes president and Trump administration had a few last minute things they’d like to get done knowing that Biden wouldn’t - and hope for the country’s sake these resolutions stand.

OR

C) They know Biden will reverse these, and it’ll give the opposition ammo as reversing literally any (or all) of these is an absolute dream for anyone trying to build up “Traitor Joe” optics; in fact each one would be a nightmare to spin positively.

Steve's a smart guy! Kind of shy, but you can tell he loves the excitement of Trump. I wouldn't at all doubt if he came up with ideas like this for his boss, as he gets to capture some of that excitement when they come to fruition!

looks to be a fairly easy synthesis from readily available (and inexpensive) precursors, and it's unpatented. hopefully it really is the right tool for the job, because it's cheap, easy to make, and relatively well understood (discovered in 1943).
