I honestly don't have an answer for that. He may have been a private citizen for four years, but the bribes that he took from Bursima happened while he was a public official. With all of his little transgressions, I'm hoping there is SOME kind of paper trail connecting him to all of the bribes he's received from unfriendly foreign powers. If it were anyone else on earth, the IRS would have added up his salary, compared it to his assets and suddenly become very interested in him. There were rumors that there was more concrete evidence on his idiot son's computer, which is why the FBI kept it hidden, but as far as I know, that hasn't been verified. To be honest, I would have thought that threatening to withhold funds from Ukraine if they didn't get rid of the prosecutor looking into his son would have been enough, but I have zero legal knowledge.
In the end, he's a billionaire. You can bet his entire family is surrounded by a bunch of battle-hardened contractors who are getting paid serious cash to keep everyone breathing. I am still very sorry for his family and the trials they are going to endure for years to come.
