The president is not a member of the armed services. He is a civilian commander. This might also shock you, but the secretary of defense is typically a civilian as well. Congressional exceptions need to be made to appoint armed services members into that role. This is stuff I was taught in like the 5th grade. You should learn about the constitution and the intent of our founding fathers. It really was amazing foresight.
