I know what you're referring to, that's called mass tone. Basically the color of the ink when it is in a large glob before being spread onto paper.
In the 5 years I've work in the ink industry I've never seen a color with a mass tone that blue come out grey or black. It just doesn't happen.
Maybe they took photos after the job wqs changed to something else, but based on pics of the printers alone I don't believe this ladies claims.
Do I believe China may have shipped fake ballots yes, do I believe they came from this print shops specifically no, unless I see proof which I currently don't.
If they were images of the metal plates amd showed the ballots scanned on there or of the printing blankets with the images of the ballots on there I would be inclined to believe the claims.
Typically your order more. They wouldn't throw random inks in the trays to print.
Seeing as that place is a large print shop I'm sure they are working closely with a company called Sun Chemical who will provide them with more than enough ink. And if they were low would have more delivered quickly.

Doubt it's real, the paper on the feeder looks to be gloss and why the hell would they put a cyan ink into the ink trays.
I would think it would be a cool or warm grey, or a black ink.
