I'd even give them the benefit of doubt about improper ties, and still have many many concerns about the process. Guidelines are from 2005, some updated to make "voting more accessible". Did ciber security guidelines have been updated? Are provisions about counterterrorism incorporated? About transparency and proper disclosure of manufacturer ownership?

Diebold bought Global Election Systems, their voting machine branch. After a DOJ antitrust settlement, they scatter around into Dominion, Premier and ES&S. Are those companies related? We don't know, since they are private equity companies.
