My understanding its a cultural thing with special forces; operate in the shadows without recognition. Essentially the SAS had been doing a lot of fighting against islamic terrorist in the Syria area without any recognition. California changed their laws to allow ballot harvesting and the Republicans were caught completely flat footed.
To their credit, they seemed to have learned their lesson and used the same ballot harvesting techniques the Dems used to win the California 25 special election.
