This is also, sadly, a tactical retreat. The deep state was in full rebellion against him, and the only thing he really had left was publishing a hit list to us and lighting off a civil war. With his knowledge he can spend the next years subverting the system from the outside via rallies and formation of a new political party. That is my optimist view.
