There's a minimum amount of virus you need to have in you to get infected called 'the culturable amount' of virus. An overly sensitive PCR test will chain-react and test positive even if you don't have the minimum amount of virus to get infected.

Right, but until then, the states need to do what the federal government won't. The fact that the Constitution mandates anything from the federal government at all is kind of a flaw.
