Probably more like the federal government can rule on whether or not constitutional guidelines are being broken.

As in: it is not constitutional for the federal government to force states to shut down because forced shutdowns are unconstitutional

BUT IT IS constitutional for the federal government to force states acting unconstitutionally to open back up
