Basically, unless the pope makes official statements for the purpose of clarifying church teaching/doctrine, he is speaking as a man. It’s hard to understand for a non catholic but the gist is that he can’t change the teachings of the church simply by tweeting something - nor does it disqualify him from the office due to the nature of that office.
If he were for instance to say that the church explicitly condones a homosexual lifestyle and attempted to change the magisterium he would be condemned as a heretic.
