This is false. Just go read the Impoundment Act. Trump is asking them to remove those spending items from the bill that he just signed and made law. They will say no. He got nothing.
No, the bill isn't dead. He signed it, it's law now, and there is nothing - nothing - in the Impoundment Act, or anywhere else, that says otherwise.
