They produce certain ballot paper and embed a blockchain/watermark thing
The states print the ballot on it.
Would allow them to record information like the origin of that paper and where it was sent to.
That’s about all they could do if they only controlled the paper
That data could still provide useful/interesting information, if the ballot paper had been moved from its intended destination
However, the MOST valuable part of a system like that would be you could easily go and verify whether the vote was on a legit ballot paper or if it was just on a knock off
