I may actually be wrong, it has been a few years. I was under the assumption there was a pistol liscense then a ccw for ny, there are different levels of the permit. You can get restricted and unrestricted I believe. When you apply you have to give a reason for needing the pistol permit. If its restricted for say "target and hunting" you can only have it with you in transit when doing either.

Depends on the county, some will cost hundreds of dollars, need character refrences, an interview, fingerprinting, etc. Thats all just for owning a pistol, not even ccw. Check the county website for more info. I live in a mostly free state now.
