I thought the joke OP was trying to make is that Trump's eyes are closed the second this picure was taken, but he's still speaking. So... "not using a teleprompter."

But yeah, the fact is every president uses a teleprompter. They don't want to sound like a rambling mess, and have highly paid speechwriters that know exactly how to push the electorate's buttons in the way they need to to win.
