It's hard to understand how the US is spending money on gender programs or sending money overseas for anything when this exists here. This is some real bottomed out 3rd world shit. 50 more cops and millions in cleanup could keep this at bay but there's obviously some really serious drug and crime issues to address too. For what it's worth I went through snopes and factcheck.org to try to find this article and can't locate it anywhere. None of the text in the image above returns a result anything like this but this photo does exist on ifunny.com. I think it's just something someone made for shock / humor value that's being accepted as real. If someone can provide a link that would settle the issue but I certainly couldn't find the source material.
