The problem is that the claim is not remotely true. It’s not “partially” untrue, nor is it merely “misleading.” It is, in fact, grossly untrue. Patently. Outright incorrect.

It’s complicated because if a state is increasing their testing rapidly than confirmed cases will go up accordingly. Consistency in testing rates or a data metric that accounts for the testing increase would help.

If a test is 99% accurate and 1% of the population has it then every positive result has a 50/50 chance of being a false positive.
