You're discussing two completely separate things. HIPAA is specifically for medical professionals and businesses that keep medical records as a normal part of their business. That's why they're the only ones listed under the very specific question of 'Who does HIPAA apply to?'
There may be a law that prevents a grocery store or auto parts store worker from sharing your medical information, but, it is without doubt 100% not HIPAA.
