Did they bend the rules enough to basically steal the election? Yeah. Most of what they did was ballot harvesting, which is sometimes illegal, and lax verifications for mail in ballots. But they didn’t just print millions of ballots. This is a stupid conspiracy theory.
There's no way of knowing what goes on inside those overly-complicated black boxes installed by multinational corporations after kickbacks to election officials and politicians. Diebold was suspect for years and the subject of many "mainstream" news stories.
They can sample ballots and check them against what dominion reported. They did this across a statistically significant sample size and there was no evidence of vote switching. It’s a conspiracy theory.
