He had to hire out of a limited scope of people, most of whom were in the swamp (DC). You have an extremely narrow understanding of “political power.” Just because it says you can do something on paper doesn’t mean you can actually do it in the real world.
In the real world you can be impeached. Trump’s entire presidency was a tight-rope act of trying to do what the people wanted but not being able to do everything because he would be impeached by Democrats and the establishment for anything that was even remotely extreme.
Having the military take over elections is VERY extreme. It was not an option. His approval ratings have always been ~40-50%. He would easily have been impeached for this move alone.
