an equivalent order of dispersion is simply ordering congress to stop whatever the insurrection is, it's not ordering unrelated protestors to step down, he can't order a random crowd to disperse then arrest congress, he has to address the INSURGENTS not whoever happens to be angry at the said insurgency, the wording of the law makes it impossible.

yes, these are all things that the insurrection act can be used for, but again, to have an insurrection you need insurgents, hence the name "the insurrection act", and these insurgents need to be called down by the president in order to invoke the act, now WHO DID HE CALL DOWN? the patriots, not congress, meaning that he can't invoke the act on congress because he didn't call them down, which also means that his video calling the patriots to step down isn't invoking the insurrection act.
