From the screen shot, it look like the appointment was 10 hrs 59 min. Since the labels say appt start/end, I think it's just the reservation information for a visit of unspecified length, and it auto closes at 11:59 pm. I don't know if that is the actual policy though or if such an appointment is even normally allowed.
It does seem weird that the appointment was made at the same time as the last visit. Maybe he first visited on 1/24/11 and was told he needed to make an appointment. Or less likely schedule a follow up visit on his way into the meeting. I would have to look at all of the data though to verify the other incidents involving him. And the pattern of other visitors to see if any of his were unusual or normal practice. I am also interested if the actual visit information is available - who were the other visitors?
I'm working so I can't, but it should be easy to verify if other appt. end at 11:59 and if other people appear to make appointments either at the same time as their last visit and if they are also made at times later than their last visit.
I send my mail in ballot early and then I check if it has been received. If it is not received by election day I go vote in person. This year, If they ask me to wear a mask I will refuse. If they don't allow me to vote, that is voter suppression. I don't need to fantasize about the course of events that occurs after that, but you are free to go ahead
