It picks a character sequence completely at random and assumes it's unique because it's basically like throwing a dart at a dartboard the size of the galaxy. It's still deterministic though because computers suck at being random, so a good enough dart-thrower could force a certain number. Introducing true randomness is an interesting possibility of blockchain api's.
