USPS by law is forbidden to exclude deliveries for any legal activity at any legal address. UPS being a private business, is under no such rules. They can drop any customer they want for any reason under the sun
This is partly why the USPS is so backed up. UPS was overwhelmed so they told they refused to pick up packages from some major retailers and outlets. So everything just got dumped onto the postal service.

Public service aside, it definitely solidified my position on voter id laws. I would say most of the voters actually had their ID in hand at check in. A few asked if they needed ID, but the general impression I got is that everyone thought they needed ID to vote already. Why not just make it official?
Poll worker here, I wouldn't be too super worried about this guy. If PA is anything like NY the fraudulent mailin ballots are counted somewhere else. Also, the bag, case, bin, or whatever you want to call it is sealed. The info about which seals were used, one physical copy of the results, and one memory card with the results would have already left the building last night. So if someone unseals the bag, they wouldn't be able to properly reseal it or fabricate the results.

I do a lot of mailing and, gotta be honest, from what I've seen I wouldn't be surprised of it turns out the producer tried to fit way, way to much paper into ups's document envelopes. It probably got ripped open in one of the machines and the papers ended up in some mechanical part of their sorting machines. The producer probably though he could save a few bucks (or many bucks, for overnight shipping) by using an envelope instead of sending it as a package.

You will likely see blank ballots on election day. Early voting tends to have slightly different procedures than "regular" voting.
