During Napoleon's time France was incredibly powerful. Napoleon just existing pissed off the corrupt royal families in all of Europe. They had to get rid of him to keep their little make believe royal family empires intact for another century. Napoleon was a populist and he should have ruled Europe, not the corrupt British monarchy and their cronies like the Bourbon regime.
