Thurbert E Baker may be a clue. I'm not saying he is involved but has turned a blind eye to serious issues and became a lobbyist for AT&T after his time in office, so I deem his links as suspect. He was not supposed to within a year of leaving office but got through on a technicality.

Attorney General of Georgia from 1997-2010. Was also involved with ACORN (https://ballotpedia.org/Thurbert_E._Baker). In 2010 after he lost relection he became a lawyer for a lobbying firm that services AT&T.

from what I understand if you pull any set of numbers, numbers in your bank statements, in a textbook, etc. they will distribute in that manner. Humans are bad at picking random numbers so the random numbers humans pick are obvious by looking at them through this distribution
