To those that wish to go the amateur radio route: I might note that an analog radio and a homemade allstar node from RPi and SHARI will allow numerous people to connect up simulataneously. I would vey highly recommend getting a license versus grabbing a radio and transmitting.

Anotherr alternative is DMR radios. Those thus equiped can meeting a specific room.
Messages can be writtend and shared via older digital modes not involving the internet. For VHF/UHF primarily packet radio, for HF a whole host of modes from old fashoined Radio TeleType to slow low powered modes that cut through the clutter of the aether like JS8CALL.
I urge those that are interested to get a license because along the way you will learn from those that know now to do things. You will learn those skills and later pass them along. Currently, most unlicensed do not know what they do not know and the internet won't help once its turned off. Antenna theory is important.

Kenwood th f6a tribander. Ft 60, VX 5, VX 2 for node work. And two Allstar nodes. Nano node ae and rpi4 hooked up to alinco 235 using rim lite. Call is Nxxxx.

Yes you do. Read FCC part 97. What it means is a licensed amateur in times of emergency when no other node of communication is available can transmit out of license privileges
