No, I know exactly what a brownout is. I also know that car lights don't dim during a brownout, police lights were on for literally an hour in the video but it showed up as dim blinks.

The camera was tapped by an outside source. The logo is another layered graphic. I work in graphic industry, I kind of get it. But it's hard to explain. The software add the logo afterwards on top of the video data when it's transmitted.
