Dead voters are not intended fraud. They're a consequence of ballot stuffing. Just like maiden gate. It's all just a side effect of going through the voter rolls after the polls close, seeing who hasn't voted, and casting a vote in their name.
It's normal in smaller counties. The smaller the population size is, the easier it is to get higher turnout ratios.
