Linux mint is based on ubuntu, so no reason to use ubuntu instead of mint. Currently canonical's snaps install themselves on your systems so aggresively that mint decided to put a warning against it, and they avoid it at all cost.

Linux mint is fine, but PureOS is allegedly more privacy oriented, probably because of what it comes with by default and not much more, except for being deblobed, and only using firmware that is 100% opensource, but the whonix people challenge that saying deblobed OSs don't contribute to privacy or security.
Speaking of which, whonix is a linux that will not leak the user's real IP, but it has to be used in a virtualized environment.
