The issue is non-citizens being included in political representation.
Here in Australia, every person is included in the census. BUT there is a citizenship question. This allows an accurate count of total population, total residents, total number of citizens.
You can do many decisions based on each data. Obviously, political representation is only for citizens. And if in some case, you need to know how many people to evacuate during a major disaster, then you include non-citizens (legal residents, temporary visitors, illegals) in the count.
Early on during the Trump 1st term, there was a fight to re-add the citizenship question to the US census, but the Supreme Court cucked out that time.
I think it is very important to argue this correctly. Nothing wrong with counting non-citizens (legal residents, temp visitors, illegal aliens) for other purposes, they do live in the country at that snapshot in time, but they are not and should not be entitled for political representation.
