I'm not military, but my understanding was that the subordinate initiates the salute and the senior returns it.
Only thing I can guess from the lack of salute and handshake is that having their weapon at their right hand would preclude them from safely saluting or shaking hands. But I don't know the protocols.
The problem is that at least 70% of the government would probably be caught up in a corruption sting. Maybe more. You'd need a huge force to catch them all. I bet just about anyone who isn't a freshman in Congress is part of the swamp with just a handfull of exceptions. Rumors are a good part of the top military brass are part of the pedo cult. The whole bureaucracy is a festering cess pool of corruption and incompetence. Do I even need to mention the DOJ, FBI, CIA?
There'd be nobody left to get anything done.
But with 20k troops on the ground in corruption central, you could probably get a lot of them and let the administrative wing of the military take over the day to day government temporarily.
