Yes, but this article from then painted it in a different light entirely. This NYT article says that Bush declared it due to the massive turnout expected for Obama's inauguration. I couldn't find where Obama did this in 2012 or 2016, but I didn't look very hard so I could be wrong.
When he says "We have been negotiating with various other sites, and also look at the possibilities of building out our own platform in the near future" I think he is referring to US government accounts, not him referring to a Trump Media Network (at least in this context). I don't think Trump would be promoting something like that on a government twitter account, but who knows.
Edit: I just noticed too he says "Twitter employees have coordinated with Democrats and the Radical Left in removing my account from their platform" Boyyyyy he is calling them out straight to their face. He knows this is simply all part of the coup d'état attempt against him, and that they are coordinating together to perform it. I know this is larp-grade stuff, but I like to keep hope. Why say that, why not say "Twitter removed my account", he just had to insert that bit about Radical leftists
