Act 1

• An airborne substance is released to cause terror and panic within the community and overwhelm emergency services
• Criminals are let loose all over to rampage and cause destruction
• We discover that the League of Shadows has been behind it all and has infiltrated all areas of society to achieve their dark objectives.
• A billionaire playboy that is mocked by the media has been dedicating his whole life to secretly fighting this evil.

Act 2

• Anarchists take over cities and begin causing mayhem to make police look bad and lose the public trust.
• Batman public ally takes the fall for things that were not his fault to keep peace in the short term while people behind the scenes know the truth of corruption in the system
• Everyone's cell phones are spied on under the guise of safety

Act 3

• More criminals are released from prison and they take over a city, banishing the police to enact their own crude forms of justice
• The main criminals deem themselves freedom fighters in a war against societal oppression
• We discover that the League of Shadows has been behind everything all along again and has infiltrated the highest levels of corporate america, government, and philanthropy to achieve their agenda
• The League of Shadows does not care if everyone dies as long as they make their point.
• Batman comes out of nowhere to save the day.
