It's called tweet scheduling, there are apps and programs that do this for him (that no doubt someone on his staff setup for him). I know entrepreneurs who make huge incomes from selling things on social media that schedule their tweets (and FB posts/IG posts etc) 3+ months in advance so they never even have to open the app once.
