It is not possible, I run servers from US to JP, I avoid mega-companies (google cloud, aws etc., except cloudflare), because renting servers in smaller data centres is cheaper and they usually offer better/more custom solutions. Also have 3 servers in my home on 10G network. They can't bring it all down, worst they can do is censor on websites that participate, censor on ICAAN level, but You will always be able to input IP directly, use tor or i2p.

Doesn't 0.51 round down to 0.5 and the rule applies? Because it is less than or equal to 0.5, my understanding would be that anything below 0.6 means recount, otherwise 0.5000324 also means no recount and in percentage the decimal places can be infinite.

What I understood, from a fast search, is that 230 prevents service providers being sued for content they distribute, but how is hiding/altering/obfuscating that content ok?

Since I'm not from US my understanding was that the 1st Amendment was to protect from this.
