Paying for employee's college tuition is a straight write off. The kids and parents don't have to declare it as income, because they are scholarships, same as if their kids got a free ride for playing football at State U.
I'd take $ 100 in tuition for my kid over $ 100 raise that both me and my employer would have to pay taxes on.
As to paying for the houses, not sure how that works. Seems like that would be a taxable benefit, but who knows. If you are a government employee and have to live in a lighthouse, for example, to do your job aiding maritime navigation, I don't think the housing would be considered taxable.

For starters, our Constitution specifically prohibits ex post facto laws, so a hunk of plastic that was legal one day can't just suddenly become illegal the next day. Most laws grandfather things in. When the commies passed the 1994 gun control bullshit, they prohibited the sale of new standard capacity magazines, but didn't criminalize the millions or billions of standard capacity magazines already in circulation. Trump turned that on its head.
Next, he did an illegal taking. If .gov needs your property, like maybe, to build a border wall, or a new freeway exit ramp, you lose your property, but you get paid fair market value for it. Bump stock owners were not paid for their loss, they just lost.
