Cops yes, administrations not so much. Admin gives the marching orders and the way civil service tests are set up it encourages people with leftist mentalities to get promoted into those positions. Also the higher up the admin the more likely it is they are promoted based on appointment into those positions. Lefty politicians apppoint left administration

In PA it is 8% democrats voting for trump and 5% republicans voting for Biden so there is a 3% swing in Trumps favor, especially since there are more registered democrats in PA than republicans

That actually is in line with the monmouth poll which states in PA 84% of republicans plan to vote in person. The write up I have below is a summary of the everything I have data wise from polls to actual ballots returned.

"I tried to do some math by pulling the methodology up and using numbers we know. Right now democrats returned 1,596,351 mail in ballots and republicans returned 556,157 mail in ballots.

I averaged some polls out and found that 35% of democrats plan to vote on Election Day compared to 84% of republicans.

State voter data has

4,200,000 democrats register

3,400,000 republicans registered

So based on the early voting returns there are 2,603,649 democrats left to vote (at 35%) and 2,843,843 republicans left to vote (at 84%)

Take the polling data of the remaining people eligible to vote in person by party affiliation you get 2,220,828 republican votes and 876,277 democrat votes.

Total tallies would be

Republicans 2,776,985 Democrats 2,472,628

A difference of 304,357 votes in trumps favor

Now when you factor in independents are voting at a 53% Biden 35% trump it is going to be a nail biter. Apparently the 1,215,657 voters are registered other party and 245,115 ballots have been returned. Independents state in PA they are 64% likely to vote in person on Election Day. Returned Mail in ballots from third party look like this so far in PA

Biden 129,910

Trump 85,790

Which leaves 970,542 left to vote and if only 68% plan to vote in person you get 778,020 voting in person at a 53-35 swing. So total third party votes below from Third party on Election Day

Biden- 412,350

Trump- 272,307

And total third party votes with the mail in votes

Biden- 542,260

Trump- 358,097

Difference is 184,163 for biden

Total Election Day votes from mail in and in person voting from all parties would be

Biden- 3,014,888

Trump- 3,134,082

Difference of 119,194 votes

That isn’t terribly far off from 2016 numbers of

Clinton- 2,926,441

Trump- 2,970,733

Difference of 44,292 votes

There are so many factors into play and if you don’t calculate the plans to vote on Election Day I have Trump down 539,177 votes "
