I think my point is that this isn't exactly a seat that was contested or "going blue" in 2016 (53 to 46 vote for Steve Knight (R)) and then still went Blue in 2018 and now has just gone back to its old ratio with currently 56 to 44. Due note that participation is way down this time, from the usual 250000 votes, it's currently 140000 too.

As for what it funds, it's either clinics, schools or non profits, not armed mercenaries for hire.
The services eligible are mostly help with testing, the only dubious part is contact tracing which is definitely anti-constitutional.
