PA might not be an issue. The pending SCOTUS case deals with the way mail in voting was implemented in PA. The legislation had a strict deadline for ballots of any type to be in before the polls close. Absolutely anything coming in after that moment is invalid. The PA Supreme Court unconstitutionally altered the law so that mail in voted postmarked by poll closing are accepted if received <3 days after the election. That was unconstitutional. The judiciary can not create laws. They should have rejected the law and the PA legislature could have written in the changes and passed a new law. So the challenge is regarding the constitutionality of the PA courts extending the deadline. The SCOTUS declined to take it on an expedited basis because they would not be able to hear it before the election, but the tone of the justices makes it sound like there is a solid chance the law is struck down and any PA vote that came in after the poll closing will be considered invalid. This would not invalidate uncounted votes that had already been collected before the polls closed.
Hate to be that guy, but I'm not compelled by the approach the campaign is taking despite being a supporter who basically wants to believe. Everyone knows there there is a little bit of inconsequental cheating that goes on. A wife fills out her dead husbands ballot, and a DNC rep will canvass retirement homes to compel people to vote for their guy. Shady, wrong, but it is generally accepted at this point. Trying to argue that election results should be invalidated due to the mere appearance of impropriety (by refusing to allow monitors to monitor) isn't going to convince anyone. It needs to be something really big. Like systemic fraud across a state, or even coordinated fraud between states. Basically - IN MY OPINION - the existence and proof of systems or processes equivalent to the supposed HAMMER and SCORECARD projects being used is the absolutely only hope of winning this. I hope like hell I am wrong and there is another path that I am not seeing, but short of civil war that's about all I've got.
