If she carries a company (government) owned phone on her, this could be easily searched for tracking data to see where she was at this weekend. As it is not her own personal phone, she could not site privacy laws to keep it from being searched.
Some possibilities in this case:
Joe did it himself.
Joe hired someone to do it.
Someone did it as a favor to Joe.
Someone did it to send a message to Joe to get him to play ball.
This is the #1 reason why I won't store anything on Google drives.
Eligible doesn't mean they can vote multiple times. Also, being dead (reported or not) disqualifies you from being eligible.
