No that compact does not go into effect till all the states signed onto it ad up to over 270 electoral votes. Currently they do not.

They just talked about it on Crowder and they count mail in votes last.

Their is an interstate compact that some states have signed onto but it only goes into effect if the number of states signed onto it is more then 270 electoral votes. They currently do not have enough states for that and so it is not in effect yet.

I live in Texas and you do have some deep blue areas. Austin, Dallas, San Antonio, Huston. These are very big very blue cities. Now you have all these people moving from California and their is a possibility of texas going blue. I grew up in Oregon and I watched people from California turn that state Blue.
