It's one thing to have preference. It's another to set policy. Of course if the policy was generally stated "no coordinated changing or you'll be removed", that would be more defensible than calling out specific phrases to target a particular demographic. I truly don't believe without further evidence to the contrary that trump knew the level of deception and complicity evident inside the republican party from characters such as Lindsey Graham and Mitch McConnell.
