February is usually when refinery maintenance happens, and as they come back online, they also start producing summer blend gasoline. The rest switch over in March. The EPA doesn't require summer blend until May 1, but we have switched over early several years, including 2016 and 2018. In 2020, we switched late due to a glut over winter fuel still sitting around after the start of Covid-19 lockdowns.
The storms in Texas shut down 20% of our US refining capacity, which is huge - combined with the capacity already down for normal turnover, it caused a big spike in price.
As the refineries come back online, they're making summer blend early already, so we're not really going to see much relief from the existing pricing.
But people do expect the switch to summer blend every year. It's a thing that happens and everyone is aware of it.
It's definitely a part of the price rise, along with the Texas winter storm shutting down multiple refineries (that take a while to restart), and then the rest is Joe Xiden's oil and gas policy.

It was a weird arrest when it happened, because they got arrested in Hell Paso at the CBP checkpoint on the interstate east of the city. They weren't coming from Mexico, however, but from Los Angeles headed to Lousiana... but they were in an uber.
The uber part is what was weird to me. How common is it for drug dealers to use Uber as their mode of transportation? Was that just a cover? Why not just rent a car?
