Sounds overcomplicated. If I was conspiratorially-minded, I'd rather make a virus, make an effective vaccine, spread misinformation about said vaccine so people who distrust my rule don't get it, then make a more lethal version of the virus so as many people as possible who don't trust my system (and therefore didn't get the vaccine) die, massively increasing the trust and loyalty of the people who survive (with the vaccine).

I can't even find the guy by looking up his name to make sure he actually has any background in anything relevant, so I'm not even going to waste my time when the evidence for evolution is overwhelming.
