It doesnt say they must select the electors, it says electors decide how the electors are appointed, by any way they agree, whether that be by casting dice or allowing a governor to do so.
Honestly, that case was just something to get all the Republicans that fucked up in legislative sessions and otherwise something to jump onto to make it look like they tried something. It was always a shakey play, and I think puposefully so.

Pence could refuse electors or maybe accept an alternative certification of the vote from a state (I have no ide how that would be created). Not sure, but if pence were to refuse electors, I think the state could be left out or reps and senators from that state would be called into a debate to make a decision on new electors.
