Situation could be a opportunity for a "test" to see how compliant citizens will be, and how quickly too. And then how much push back there will be when policies are enforced.
Here's what should be happening:
A LOAN to citizens who need it. At no (or low) interest.
That way, when times are good again, this is a debt that must be repaid
If it takes 20 years to be paid back? So be it.
Otherwise.... successful people who planned for an event like this are being punished, and the inept are being rewarded.
