I voted in person in PA and get the same message as you are. Not sure if that form is just for absentee/early votes only.
I think that the "Ballots Issued to voters" number would indicate the absentee and mail-in ballots requested before the election. "Cast" would indicated that it was received. "Counted" would indicate it was opened and added to the vote totals.
How could new ballots be issued at this point?
