Everything about that looked like a traditional "Challenge" Coin hand off. I did not see which coin it was but presumably its the legislator's personal challenge coin that he gives out to folks or other legislators.

This seems to be the status quo of assumptions regarding the military's stance on China in the pacific. Does not appear to be anything crazy. More likely to have you saying "ahhh, I knew it" than "wtf!?"

Its not. Hand off during handshake is how they are usually exchanged. Its usually after an accomplishment.
