From what I've heard (granted it's not confirmed), Kyle had gone to a car dealership and had been asking a rioter to stop destroying the cars. Then said rioter started chasing him and ended up getting shot while in between cars. Kyle called the police, etc.

In the videos I've seen, he runs to the police and approaches the police vehicles with his hands up. It looked to me like he was heading to the police after the first shooting and was intercepted by rioters (thus the second shooting) and then got to the police. It doesn't make sense for him to go to the police, and then leave. Maybe they sent him home.
