I had to get booster shots when I went to college a decade ago, the only exception was the Tdap vaccine for which I got a religious exemption. It doesn't exactly go against my religion per se, but that was a newer vaccine at the time and all my friends had terrible reactions to it so I was like "nah we ain't doing that." I also got a tetanus shot over a year ago. So no, vaccines weren't "just for babies" before 2021.

A friend of mine works for a defense contractor and his work laptop crashes if an excel file is too big. Private industry will always have more advanced tech than what the government works with.
